Russia has told NATO in a diplomatic document that it is prepared to use “the entire arsenal of forces and capabilities at its disposal, including nuclear weapons” if alliance members attempt to isolate Kaliningrad from the rest of Russian territory, according to a Reuters report published Wednesday.
Kaliningrad is a Russian exclave on the Baltic Sea, wedged between NATO members Poland and Lithuania and separated from mainland Russia. It is heavily militarized and hosts elements of Russia’s Baltic Fleet.
The same document reportedly raised the possibility that Russia could strike “decision-making centers” in NATO member states from the very start of a conflict.
NATO has rejected Moscow’s claims. In a response reviewed by Fox News Digital, the alliance said it is defensive in nature and that none of its exercises or activities pose a threat to Russian territory. NATO also called on Russia to end what it described as “irresponsible nuclear rhetoric.”
Analysts have pointed to Kaliningrad’s location and military buildup as a longstanding source of friction, with some warning the territory is already being used as leverage against Europe through hybrid warfare tactics short of open conflict.
There is no indication that NATO has taken or plans to take any action aimed at isolating Kaliningrad. Russian officials have issued similar nuclear-tinged warnings in past disputes with the alliance without following through on them.
