A lawful permanent resident living in Emmaus has pleaded guilty to voting illegally in the 2024 general election, according to federal prosecutors in Pennsylvania.
Evelyn Miller, 37, a citizen of the Philippines residing in Lehigh County, entered her guilty plea on Sept. 16, the U.S. Attorney’s Office for the Eastern District of Pennsylvania said. Miller holds lawful permanent resident status but is not a U.S. citizen, and federal law reserves voting in federal elections for citizens only.
The case began after Homeland Security Investigations (HSI) received a tip that someone in Lehigh County may have registered to vote or cast a ballot unlawfully, the Department of Homeland Security said Tuesday. According to DHS, Miller registered to vote online on Oct. 9, 2024 — less than a month before Election Day — and then voted in person at her Emmaus polling place on Nov. 5, 2024.
DHS said Miller had been granted lawful permanent resident status on July 19, 2024, during the Biden administration, just months before she registered and voted.
In July 2025, HSI and FBI agents interviewed Miller at her home, where she told investigators she had registered online ahead of the election and later went to the polls to vote, DHS said.
