House GOP Reports Fraud in CHNV Migrant Parole Program

The Republican-led House Judiciary Committee has released a scathing report detailing rampant fraud and abuse in the Biden administration’s parole program for migrants from Cuba, Haiti, Nicaragua, and Venezuela (CHNV). The findings highlight significant mismanagement under President Joe Biden and Vice President Kamala Harris, who was tasked early in the administration as the “Border Czar.”

This interim report is a damning indictment of the administration’s approach to immigration, showcasing how the CHNV parole program has been exploited by fraudsters and criminals, leaving American taxpayers and communities to bear the consequences.

Implemented without congressional authorization, the CHNV parole program was designed to offer temporary legal status to migrants from the four specified nations. To qualify, applicants needed a U.S. citizen or legal resident as a financial “supporter.” This supporter would vouch for the migrant’s well-being, bypassing both the legal immigration process and illegal border crossings.

However, the program has been plagued with fraud. According to the House Judiciary Committee’s report, tens of thousands of cases involved fraudulent applications from either migrants or their supposed supporters.

Examples of abuse include:

• Fraudulent documentation submitted by applicants or supporters.
• Supporters falsely claiming income sourced from criminal activities or public welfare benefits.
• Non-citizen or undocumented supporters applying, despite being subject to deportation themselves.

Such widespread fraud forced the Department of Homeland Security (DHS) to pause the program temporarily in July.

Since January 2021, the Biden administration has admitted approximately 7.7 million migrants into the United States, including at least 1.9 million known “gotaways” who evaded border authorities. The CHNV parole program accounts for over 531,000 migrants, many of whom bypassed traditional border processing entirely.

The report also highlights the program’s negative effects on communities nationwide. “The Biden-Harris Administration’s willingness to cast aside the best interests of Americans has enabled fraud, undermined national security, and endangered public safety,” the committee said.

These issues are compounded by evidence suggesting that the program allowed sex traffickers to exploit the system by legally importing trafficking victims into the U.S. Additionally, thousands of CHNV parolees were discovered to be from nations not even covered by the program.

According to the 14-page report, the U.S. has endured 44 consecutive months of at least 100,000 illegal border encounters—a staggering figure indicative of systemic failure. The administration’s parole programs, such as CHNV, have been used to manipulate data and artificially decrease border encounter statistics.

Federal law permits parole to be granted only on a case-by-case basis for “urgent humanitarian reasons” or “significant public benefit.” Yet the CHNV program has systematically violated these restrictions, allowing over half a million migrants to enter the U.S. without meeting these criteria.

The House Judiciary Committee’s findings have drawn sharp criticism from Republican lawmakers, who argue that the Biden administration’s policies have prioritized the entry of illegal migrants over the safety and well-being of American citizens.

“This unlawful CHNV program is a fraud-ridden, unmitigated disaster,” the committee stated. “Communities across the country have been negatively affected by the influx of aliens under this administration.”

With the 2024 election looming, Republicans are positioning themselves as the party of accountability and national security. The committee called on the next administration, expected to be led by former President Donald Trump, to dismantle the program entirely.

The CHNV parole program exemplifies the broader challenges facing the U.S. immigration system under the Biden-Harris administration. The GOP has pledged to continue exposing misuse and mismanagement, while pushing for stricter border enforcement and immigration reform.

Trump himself has vowed to address these issues if re-elected. His previous administration focused heavily on securing the southern border, reducing illegal crossings, and implementing policies like “Remain in Mexico.” GOP lawmakers hope to return to such measures, arguing they are necessary to restore order and security.

The House Judiciary Committee’s report underscores the Biden administration’s failure to manage the border and immigration system effectively. Programs like CHNV, while intended to provide humanitarian relief, have instead become avenues for fraud and exploitation.

The findings reaffirm Republican criticisms of the Biden-Harris immigration strategy, highlighting the need for reform to protect American taxpayers, enhance border security, and restore public trust in the immigration process.
