Under the Biden administration, these efforts have borne fruit, with sanctions being relaxed and billions in frozen Iranian assets released. This policy shift contrasts sharply with the stringent sanctions imposed during former President Donald Trump’s tenure, which aimed to isolate Iran economically.
The ICG’s connections to the Iranian regime are deeply troubling. Ali Vaez, the group’s director of Iran projects and a former protégé of Robert Malley, reportedly submitted writings for pre-publication review by Iranian officials. Vaez also met with top Biden administration national security officials on multiple occasions, highlighting his significant influence.
Soros-backed groups like the ICG and others have infiltrated U.S. policymaking circles. Robert Malley, previously a U.S. special envoy to Iran and now under FBI investigation for mishandling classified information, once served as ICG’s president. His protégés, including Ariane Tabatabai and Dina Esfandiary, now occupy high-ranking positions in U.S. government agencies, with Tabatabai even securing a role at the Pentagon requiring high-security clearance.
These individuals are linked to the Iran Experts Initiative, a covert network established by Tehran’s Foreign Ministry to manipulate U.S. policy. The Quincy Institute for Responsible Statecraft, another Soros-funded organization receiving $1.8 million from OSF, has also pushed for Tehran-friendly policies. Founded by Trita Parsi, a figure accused of advocating for the Iranian regime, the institute promotes its agenda under the guise of encouraging “restraint” in U.S. foreign policy.
The influence of these organizations has had real-world consequences. The Biden administration reversed Trump-era sanctions, enriching Iran’s regime by an estimated $95 billion. A controversial deal also saw $6 billion in Iranian assets unfrozen in exchange for the release of five American hostages, a move widely criticized as incentivizing hostage-taking by Tehran.
Soros’ financial reach extends beyond Iran-specific initiatives. His OSF has funded the Ploughshares Fund, which redistributed money to entities like the ICG, Quincy Institute, and National Iranian American Council (NIAC), amplifying pro-Iran voices in the U.S.
Soros’ influence is not limited to Iran. His OSF has directed over $15 million to groups supporting anti-Israel and antisemitic protests in the U.S., some of which glorify Hamas, a designated terrorist organization. Despite their controversial activities, Soros has been lauded by global elites and received prestigious awards, such as Austria’s Grand Decoration of Honour in Gold.

Iranian dissident Masih Alinejad compared organizations like NIAC and the Quincy Institute to “the Russia Today of the Iranian Regime,” accusing them of acting as Tehran’s propaganda mouthpieces.
