A sworn ethics complaint filed with the House Ethics Committee accuses Rep. Lauren Boebert (R-CO) of having sexual relationships with three members of her staff, according to a report published by the watchdog group American Muckrakers.
David B. Wheeler, the group’s founder, says he filed the complaint alleging Boebert had relationships with Clarice Navarro, her former District Director; Raven Finegan, her current District Chief of Staff; and Jeffrey Small, her Chief of Staff from 2021 to 2025.
American Muckrakers says its claims about the relationship with Navarro, who worked for Boebert from January 2021 to January 2025, are based on “direct knowledge” gathered through text messages, bank records, court documents and recorded conversations. The report alleges the two had sexual encounters “during and after office hours, in the district office itself, in a vehicle for which Navarro collected House mileage reimbursements, and in hotel rooms paid for by Boebert’s campaign.”
The complaint states Navarro received about $449,391.63 in total House pay over four years, including $30,650 in year-end bonuses paid from taxpayer funds every year of her employment — bonuses the report claims were “for the relationship, not for official work.” It also alleges Navarro received a $200,000 payment around March 2025 after leaving the office, after she reportedly told Boebert she intended to file an ethics complaint. The report says the source of that payment is unknown.
According to the report, sources describe a physical altercation between Navarro and Boebert at Hooch Aspen, a cocktail bar owned by Quinn Gallagher, described in the report as a past acquaintance of Boebert connected to a prior public incident involving her. The report claims Navarro was upset that Boebert was flirting with Gallagher and that a fight followed, which sources say was captured on video that American Muckrakers has not yet obtained.

A source cited in the report also alleged that Boebert and Navarro had a threesome with former Rep. Matt Gaetz (R-FL). The report additionally claims Small collected $767,892 in taxpayer-funded salary before leaving in January 2025, along with a $10,000 campaign payment on his way out.
Jayson Boebert, the congresswoman’s ex-husband, is quoted in a screenshot included in the report calling the allegations “all a fairy tale made up propaganda” and saying the sources were “bad.” Boebert filed for divorce from Jayson in April 2023, citing an “irretrievably broken” marriage.
Gaetz responded on X to a post describing the allegations, writing: “I am requesting that anyone with video of me in this alleged ‘threesome’ release said evidence IMMEDIATELY! Unedited, please.”
Boebert’s office did not respond to a request for comment by the time of the original report’s publication. The claims outlined in the ethics complaint remain unverified allegations at this stage, and no findings have been issued by the House Ethics Committee.
