In a recent report, it has come to light that the Biden-Harris administration has allocated substantial amounts of taxpayer dollars to an international organization known for its advocacy of censoring conservative voices on social media platforms.
The evidence presented by the Foundation for Freedom Online indicates that the U.S. federal government has financially supported the Global Alliance for Responsible Media (GARM) since 2019, effectively enabling its efforts to stifle right-leaning perspectives online.
GARM was established as the World Federation of Advertisers (WFA) initiative, which commands approximately 90 percent of global advertising expenditure.
The group’s censorship agenda has been actively promoted by four advertising agencies—IPG, Omnicom, WPP, and the Publicis Groupe—through which U.S. taxpayer funds have been channeled.
Notably, IPG holds government contracts worth over $1.5 billion with the Departments of Health and Human Services (HHS) and Defense (DOD), while Omnicom boasts contracts amounting to around $5 billion with entities such as the U.S. Army, U.S. Air Force, and Centers for Medicare & Medicaid Services.
Furthermore, WPP has garnered $455 million from engagements with the U.S. Navy, and Publicis Groupe maintains a $394.2 million contract with HHS.
The U.S. House Judiciary Committee released a detailed report outlining how GARM leveraged its influence over online advertising revenue to coerce social media platforms like X (formerly Twitter) and Facebook into censoring dissenting viewpoints from the political right.
Notably, GARM members claimed to have significantly impacted X’s advertising revenue, resulting in an 80 percent shortfall in company earnings compared to projections.
Furthermore, GARM directed its efforts towards Spotify by pressuring the platform to remove Joe Rogan—one of its most prominent content creators—due to his critical comments regarding government policies related to COVID-19.
In this instance, GARM exerted pressure on Spotify’s advertisers such as Coca-Cola by portraying Rogan and his commentary as “a major area of concern.”
In addition to targeting social media platforms, GARM also took direct aim at right-leaning media outlets by attempting to dissuade advertisers from associating with news websites like Breitbart and The Daily Wire.
This orchestrated campaign appears to have been coordinated with another global censorship organization called NewsGuard.
The revelation of these findings raises significant concerns regarding freedom of expression and media independence in both domestic and international contexts under the current administration.
The allocation of taxpayer funds towards an organization actively advocating for online censorship reflects a concerning trend that may impact democratic principles and free speech rights.
Moreover, the close ties between influential advertising agencies and GARM raise questions about potential conflicts of interest and ethical considerations surrounding their involvement in shaping online discourse through financial leverage.
