I say that these people need to be TRESPASSED and that the local police need to be arresting them when they return. The arrests need to be publicly handled and reported to immigration authorities as CRIMINAL complaints. When a criminal complaint is made, the COURT should give an option. Spend maximum amount of time in jail or prison and then be handed to immigration for deportation, or voluntary deportation before sentencing, with sentence deferred. A warrant for escape from prison should be maintained forever and executed upon return of the illegal alien. This would handle all the problems QUICKLY.
